这两个词有些许微妙的区别，但没有“泾渭分明”的区别。
afterwards 强调的是“sequence”，即事件发生的先后顺序和因果，而later强调的是“Timeline”，即事件发生的时间点或时间段。
比如，对方说I got up early
如果你强调事件的发生顺序，你可以回：What did you do afterwards？
如果你强调的是时间概念，你可以回Then what did you do later in the morning？
而结合你停供的中文语境，无论是afterwards或者是later用在此处都有点儿违和。在这个语境中，最合适的词其实是finally：So did you finally make your decision？ 或 So finally did you decide where to go？
